The Approval template assignment specifies which approval template will be used to spawn an approval workflow for a specific feature or the observations of a specific feature. I.e. Approval template assignments link Approval templates to features.
Assignments are created as feature directives. Changing the assignment does not influence already started approval workflows in any way.
